If the ticket is bought or appointment booked, use -(으)ㄹ 거예요. If it’s still just a wish, use -고 싶어요. The time word in the sentence almost always gives away the answer.
그냥 마음이 그래요 (just feel like it)-고 싶어요 · 그냥 쉬고 싶어요
Someday I want to go to Europe. / no fixed plan
I am going to Europe next month. / ticket purchased
I want to learn Korean cooking. / wish
I am going to a cooking class on Saturday. / registered
Sometimes both are completely natural.
“주말에 쉬고 싶어요” and “주말에 쉴 거예요” are both valid. The first is a wish (“I want to rest”), and the second is a decision (“I am going to rest”). It’s about the speaker’s attitude.
