In Korean culture, direct refusals (*“I can’t go”*) can sound harsh. -는데 / -(으)ㄴ데 is the native speaker’s magic key to softening their speech:

(I want to go, but I have plans today.)

It cushions the refusal and gives context before stating the conflict.

안 가요 (I won't go)가고 싶은데, 약속이 있어요 · Softens refusal with desire
· Gentle suggestion with background
I want to go, but I have plans today.
I want to eat lunch, do you want to go together?
I have plenty of time, but no money.
